A local ceasefire between Ukraine and Russia took effect at 3 a.m. Tuesday. This pause in fighting allows a humanitarian mission to enter the Russian-occupied town of Oleshky in the Kherson region. The truce is set to last through Saturday, though negotiators expect it could extend longer. The main goal is to deliver essential goods to residents who have been cut off for weeks.

Up to 2,000 people remain stranded in Oleshky with limited food and medicine. United Nations officials report that explosive mines and drone attacks prevent most civilians from leaving the area. Negotiators involved in the mission said the first convoy will carry doctors, medicines, food supplies, and water. Evacuation corridors are planned to open after these supplies are delivered.

U.S. First Lady Melania Trump brokered the agreement. Her office stated she led talks with civilian negotiators from both sides after meeting with U.N. officials. These officials briefed her on the deteriorating situation in the town. Both Russian and Ukrainian negotiators, along with their respective militaries, confirmed the start of the local truce in separate statements.

The aid mission is scheduled ahead of a new round of U.S.-brokered talks. These negotiations are expected next month and aim to end the war after more than four and a half years of conflict. Oleshky is located about 340 miles southeast of Kyiv. Russian forces captured the town on the first day of their full-scale invasion in 2022. It was also hit by floodwaters in June 2023 when a dam collapsed.

Despite the local truce, fighting continued elsewhere. Minutes after 3 a.m., multiple ballistic missile explosions shook Kyiv. Air alerts sounded in several parts of the country. City officials reported that one person died and 10 were injured when Russian ballistic missiles damaged the grounds of a university in the capital late Monday. In Kharkiv, Ukraine's second-largest city, authorities said attacks killed two people and injured four.

Ukrainian President Volodymyr Zelenskyy responded to the strikes in an online post. He wrote that the world must see Russia's desire to kill and continue waging war. The Dnipro River currently separates Russian and Ukrainian forces in the Kherson region. Russian forces previously seized the regional capital of Kherson in early 2022 but retreated across the river months later.

Deep mistrust between the two nations has thwarted previous ceasefire attempts. The current local pause remains in effect as aid convoys prepare to cross the river. The success of this mission will likely influence the tone of the upcoming U.S.-brokered talks next month.
