Maryland State Police are investigating whether excessive speed contributed to a collision that left two people dead on Halloween night. The crash occurred shortly after 7:15 p.m. on October 31 at the intersection of Jarrettsville Pike and Hess Road in Harford County.

Kimberly Anne Miller, 60, and Brian Walter Miller, 61, both of Fallston, died at the scene. Emergency medical personnel pronounced them dead after their Volvo XC60 collided with a second vehicle. Kimberly Miller was driving east on Hess Road, while Brian Miller rode in the passenger seat.

The other driver, 19-year-old Matthew Thomson Howard Waylett of Monkton, survived the impact. He was behind the wheel of a Volkswagen Passat heading south on Jarrettsville Pike when the vehicles struck. A state police helicopter airlifted him to a trauma center. Authorities have not released an update on his condition.

Investigators have not determined which driver, if either, was speeding at the time of the crash. The preliminary investigation focuses on the circumstances leading to the collision and the role of vehicle velocity. The Maryland State Police Crash Team continues its work to establish the cause.

The accident kept the roadway shut down for more than three hours while officers examined the scene. The Harford County Sheriff's Office and state highway officials assisted with the investigation and traffic management during the closure.
