American officials and citizens in the Middle East face a heightened threat level as intelligence indicates Iran has moved from planning to active preparation for lethal attacks. A memorandum issued by the intelligence community confirms that these plots are now in advanced stages. This assessment marks a shift from earlier warnings that suggested Iran was still in the conceptual phase of its targeting efforts.

Director of National Intelligence Jay Clayton sent the memo to Secretary of State Marco Rubio on October 23. A copy also went to CIA Director John Ratcliffe. The document states that multiple intelligence channels show Iran has substantially intensified its push to target American personnel. Clayton wrote that the lethal plotting efforts have reached advanced stages in the Middle East and certain other countries. The memo remained unclassified and did not specify the exact targets, attack methods, or the names of the other nations involved.

Clayton noted that the intelligence regarding plots against government personnel is relevant to a wider group than those currently cleared to see it. He confirmed that the underlying information had already been shared with senior, cleared members of Rubio’s team. The intelligence chief offered an additional briefing and promised to work on downgrading the classification of the data. This step would allow Rubio to share details more broadly with State Department staff who might be at risk.

The warning arrives as the State Department reduces its diplomatic footprint in several Middle Eastern countries. Citing fears of Iranian retaliation and potential new US military operations, Washington ordered nonessential employees and their families to leave Saudi Arabia earlier this week. This order followed an escalation in attacks by the Iranian-backed Houthis. Reports indicate similar staff reductions are occurring at embassies in the United Arab Emirates, Lebanon, Qatar, and Jordan.

President Donald Trump addressed the situation on Friday, keeping the option of further military action open. He suggested the United States could repeat its previous operation if Tehran does not reach a deal. "We may do another little Epic Fury. Or they'll agree," Trump said. The United States is currently weighing additional military options while continuing diplomatic efforts to secure an agreement with Iran.

The intelligence community’s assessment underscores the immediate danger to diplomatic personnel. The move to scale back staff in the region reflects a calculated response to the specific threat outlined in Clayton’s memo. The administration is balancing the need for military readiness with the desire to de-escalate tensions through negotiation.
