Violet Hay, a 10-year-old student, was found safe at a residence in Oregon City at 2:45 p.m. on Wednesday. The discovery came more than 12 hours after she was reported missing from her home in Canby, a city located approximately 25 miles south of downtown Portland.
Police stated that an unknown male entered the apartment complex at approximately 1:39 a.m. that same day. He assaulted a 12-year-old child, identified as Violet's sister, and took Violet by force. Officers responded to the scene at 1:47 a.m. after receiving the report of the kidnapping.
Clackamas County Chief Deputy District Attorney Chris Owen described the 12-year-old victim as having been viciously assaulted. The girl was transported to a local hospital and remained there receiving treatment as of Wednesday's press briefing. Canby Police Chief Jose Gonzalez said the suspect was taken into custody by a SWAT team during the search operation.
Investigators worked throughout the day to locate the missing child. They interviewed family members, collected surveillance footage, and sought descriptions of a suspect or vehicle. The search involved local and state authorities along with the Federal Bureau of Investigation. Violet's parents continued to cooperate with the investigation during this period.
The investigation is ongoing, with police describing the day's events as dynamic. Capt. James Murphy said authorities are seeking to understand the specific circumstances surrounding the incident. Owen indicated that the results of the investigation would be submitted to the district attorney's office on Thursday morning. A charging decision regarding the suspect or suspects would follow that review.
The Canby School District announced an increased police presence at Carus Elementary School for Wednesday's dismissal. This measure was taken out of an abundance of caution. The district asked families to remain calm and to report any information that could assist investigators. Anyone with tips was urged to contact the Oregon State Police at 1-800-442-0776 and reference case No. 26-021300.
